
Arrow Lakes Park is a BC Parks site in the Kootenay region, with the Shelter Bay campground on Upper Arrow Lake. BC Parks says Shelter Bay is one of four small Arrow Lake sites; Burton, Eagle Creek, and Fauqier are managed by local community groups.

Arrow Lakes Park is a water-oriented campground and lake stop framed by major mountain ranges. BC Parks says Upper Arrow and Lower Arrow Lakes are a widening of the Columbia River, lying between the Selkirk Mountains to the east and the Monashee Mountains to the west.
The shoreline has narrow strips of beach, rocky headlands, and steep cliffs. Those shorelines give way to heavily forested mountain slopes rising to average elevations of 2,500 metres on the west and 2,700 metres on the east.
Water activities dominate the official park description. Angling for kokanee, Dolly Varden, and rainbow trout is a popular pastime. BC Parks also lists a picturesque swimming beach on Upper Arrow Lake, canoeing and kayaking opportunities, cycling on roadways, and horseback riding opportunities.
